(a) Develop the skills of university educators, researchers, telecommunications professionals, weather forecasters, applications scientists, government personnel, policy makers/planners and others in the application of Space Science and Technology to broadcasting, telecommunications, health care, education, disaster management, climate change etc.

(b) Provide assistance in preparing satellite-based communications project, defining policy and establishing communication systems;
